Autorzy niniejszego raportu podejmują się analizy przyczyn obecnego regresu Unii Europejskiej, która – pierwotnie pomyślana jako sposób na uniknięcie konfliktów z przeszłości i jako mechanizm ułatwiający wzrost i rozwój – współcześnie staje wobec poważnych wyzwań.

Część I raportu przedstawia koncepcje odrzucane przez autorów, ale będące obecnie w planach oderwanych od rzeczywistości elit UE – a mianowicie ideę naprawy UE poprzez głębszą integrację – i postuluje potrzebę „Wielkiego Resetu” dominującego paradygmatu. Część II zawiera diagnozę czynników, które doprowadziły do katastrofalnej zapaści europejskich narodów i gospodarek w obecnych ramach politycznych, społecznych, gospodarczych i ideologicznych. W części III – po odrzuceniu fałszywej dychotomii, że Europa może istnieć tylko jako totalitarne europejskie superpaństwo lub zrezygnować z jakiejkolwiek możliwości współpracy – przedstawiono dwa scenariusze uzdrowienia Europy: (I) „Powrót do korzeni”, czyli zreformowanie Unii Europejskiej zgodnie z zasadami, które odzwierciedlają charakter i kulturę narodów europejskich, oraz (II) „Nowy początek” zakładający zresetowanie UE poprzez rozwiązanie jej obecnych struktur i ustanowienie nowej Europejskiej Unii Gospodarczej.
